eWorld Forum 2011, launched by Shree Kapil Sibal, Union Minister of Human Resource Development and Communications and IT, Government of India, is being organised by Centre for Science, Development and Media Studies (CSDMS) and Elets Technomedia Private Limited in association with Department of Information Technology (DIT), Ministry of Communications and Information Technology, and Department of Science and Technology, Government of India, on 1-3 August 2011 at The Ashok, New Delhi, India.

The must-attend, thought-leading eWorld Forum 2011, a forward-thinking event, designed to celebrate innovation and broaden opportunity would convene leaders, change makers, and participants from all fields of global governance and health to address a range of critically important issues and themes relating to Governance and Health. Appropriate Technology Choices for Development (ATC4D)

Concept Note

Information is central to human existence. All the decisions we make at personal, professional and political levels, and their worth, depend on the quantity and quality of information available to us. In the context of development and democratic governance, this relationship between information and people’s ability to participate equitably and make informed choices about societal transformation is very profound.

Today technologies are driving and reshaping the way people access and consume information in their day-to-day lives. And here information and communication technologies (ICT) play a significant role by enabling relevant knowledge and timely information to improve efficacy of development efforts across sectors such as rural livelihoods, healthcare, education and governance. Technology also plays a catalytic role in development interventions by providing options of scalability and outreach to the masses.

Basing this foundation, OneWorld works collaboratively with partners to create ICT-assisted innovations and appropriate e-tools for knowledge delivery and communication to bring development benefits to grassroots communities.

In such effort of creating technology facilitated development innovation, one routinely encounters the continuing debate between proprietary and open-source software.

Free and Open Source Software (FOSS) advocates routinely argue of serving public goods, vis-à-vis proprietary software that imposes inherent IPR restrictions for its use. To a limited sense the argument of free access to simple and ready-to-use software is correct. But in reality there are only a few such ready-to-use open applications; and in most cases ill-informed users end-up incurring a significant cost – especially if they attempt to deploy OSS to serve high-end and critical business requirements that inherently demands robustness and scalability of deployed software application. In numerous instances, it has been observed that the Total Cost of Ownership (TCO) of OSS ends up being comparable or even more to that of proprietary software.

The bottom-line is that both proprietary and open-source software have their relative strengths and weaknesses – depending on the way their deployment is planned. And it is extremely important for the users to make an informed decision on their choice for technology that would serve their business/organizational need at the least cost. This is more relevant in the context of development organizations and activists in non-profit sector, who stand by the principle of ones ‘freedom to choose’; and where rational use of scarce financial resource is always a priority.

OneWorld has always been advocating for equitable right of all people to make informed choice on various aspects of their lives – and this definitely is also applicable for making appropriate technology choices. In this backdrop, OneWorld, in collaborative association with Microsoft and other civil society partners have developed an advocacy discourse on Appropriate Technology Choices for Development (ATC4D) – to facilitate emergence of credible and objective civil society voice on Technology Choices for Development.

This initiative has been rolled out, together with civil society partners, through a kick-off workshop in Mumbai followed with another in Bhubaneswar. The interactive workshops collectively explore ways of using appropriate technology platforms and applications – to enhance efficacy and outcome of development initiatives at the grassroots.

An interactive ATC4D Portal https://www.atc-india.org has also been developed with around 100 registered Members. The registered Members use this platform to remain engaged on various issue of their concern relating to technology, cloud computing, data security in the cloud and software donation. The online discussion forum of practitioners has been targeted to take the multi-stakeholder engagement on Appropriate Technology Choice to the next level – enabling action oriented debate and pear-to-pear learning online.

The proposed ATC4D workshop on 1st August 2011, within the ambit of the eWorld Forum will offer opportunities to popularise the ATC4D campaign concept amongst the participants from civil society organizations, government, academia and the industry.

This session will see leaders of the CSOs sharing their experience of how ICT initiatives are increasing the efficacy of development interventions – highlighting the nuances of the use of appropriate technology in the project. The floor will then be opened for Q&A session to have productive discussion on the subject. A monthly e-Newsletter will also be launched during this workshop; this is aimed to keep Members informed on the new and appropriate technological innovation for non-profit sector, and the catalytic role of the technology in increasing the efficacy of development endeavor.

The eWorld 2011 Awards have been instituted with the primary aim of felicitating and acknowledging unique and innovative initiatives in the use of Information and Communication Technology for Development (ICT4D). These awards would be given away during the eWorld Forum being organised between August 1 – 3 at New Delhi, India.

These awards would be instrumental in promoting the most innovative initiatives in the domain of ICT4D and to spread awareness about the role of ICT in addressing social concerns in the domain of governance and health.

The eWorld 2011 Awards would be given to the distinguished global ICT initiatives in the fields of: 
a) ICT Innovation in Governance
b) ICT Innovation in Healthcare
c) ICT Innovation promoting Millennium Development Goals of:

i. Eradicating Extreme Poverty and Hunger
ii. Promoting Gender Equality and Empowering Women
iii. Reducing Child Mortality
iv. Improving Maternal Health
v. Combating HIV-AIDS, Malaria and other diseases
vi. Ensuring Environmental Sustainability
vii. Developing a Global Partnership for Development

eWorld Awards 2011 will be given under following

  • eWorld Public Choice Award 
    Nominated projects will be screened and put online for the public to vote. Projects receiving the maximum number of votes under each category will receive the eWorld Public Choice Award.
  • eWorld Jury Choice Award 
    Nominations will be screened by an eminent panel of jury members, who will then choose the best project from each category. The selected project will receive the eWorld Jury Choice Award

Nominations are invited from government and non-governmental organisations (NGOs), bi-lateral, multi-lateral developmental organizations, private institutions and enterprises.

Nomination Fees: The nomination fees of each nominated project is INR 10000 / USD 300.

Please Note: Only the Government Organisations and Public Sector Undertakings (PSUs) are exempted to pay any nomination fees while nominating their own program / initiatives / projects for eWorld Awards 2011. However, for any Private Sector / Comapny / Organisation that nominates government projects / initiatives / programs, the nomiantion fee of INR 10,000 / USD 300 is applicable.

Award Structure

The awards for each of the above categories would be given to each of the following regions:

  • Asia Pacific
  • Africa
  • Europe
  • North America
  • South America

In addition to the above regions, there will also be one ‘Global Award’ for each category.

Nominations are open from 22 April 2011 

Award Objectives
  • To encourage institutions leaders to use and apply ICT tools in various developmental and sector-specific projects in governance and health
  • To identify and popularise emerging leaders and innovative projects from the different sectors and from different countries of the development community, including the grassroot organisations
  • To identify and felicitate a project that exemplifies the kind of implementation that can be easily replicated and at the same time proves efficient and sustainable for other countries and regions
  • To promote the most innovative initiatives in the domain of ICT4D
  • To spread awareness about the role of ICTs in addressing social concerns
  • To emphasise the instrumental effectiveness of ICT based applications
Selection Criteria

The institutions who wish to nominate themselves or others for the eWorld 2011 Awards need to furnish details about the projects they are involved with. The nominated projects will be evaluated according to the following criteria:

  • Economic cost and sustainability, stakeholder support
  • Gender parity, and other inclusiveness indicators
  • Impact on livelihoods and society in general
  • Demonstrable effects on the project target groups
  • Community initiatives and ownership
  • The measure and potential of replication
  • Extent of collaboration

eWorld 2011 Awards would be vetted by certain procedures and rules governing the evaluation of the entries. It is pertinent to be informed that the entire process of evaluation and reporting will be conducted according to certain norms and schedules. The call for nominations for the eWorld 2011 Awards will be opened till 12 June 2011.

The Award selection process will go through a dual process of Jury as well as public voting system. The online voting starts from 20 June 2011 – 15 July 2011. The selected winners will be felicitated at the ‘Award Ceremony’ of eWorld Forum 2011.

Selection Procedure

The selection procedure for award nomination is sequential.

  • The institutions/projects will be first nominated through an online form downloadable from www.eworldforum.net/awards
  • The institutions/projects will be verified and reviewed by a team of in-house reviewers. Any additional information, if required, will be asked accordingly
  • The institutions / projects will be evaluated according to the criteria mentioned above
  • The evaluated nominations will be opened for online voting
