About Conference

Asia’s premier event on Information and Communication Technologies

Centre for Science, Development and Media Studies (CSDMS), India and Information and Communication Technology Agency (ICTA), Sri Lanka have joined hands to organise 4th annual eASiA 2009 conference and exhibition in Colombo, Sri Lanka to celebrate the year 2009 as the year of ICT and English as declared by HE Mahinda Rajapaksa, President, Sri Lanka and to promote growth of ICT4D, through consultative dialoguing, strategic planning, knowledge networking and business partnering.

eAsia 2009, is the annual international Information and Communication Technologies (ICT) for development event with the objective of reinforcing technology and knowledge-centric growth and needs of Asia vis-à-vis Sri Lanka, through capitalisation of market economy and boosting human development. eAsia 2009 – Opportunities for Digital Asia will provide the right opportunity for all stakeholders in the ICT arena to come closer and share a level-playing ground through active conferencing and networking. Spanning over three days, the event will comprise unique thematically inter-related conferences, in the domains of e-Governance, Digital Learning, e-Health, Telecentres and Emerging e-Technologies.

The three-days of conferencing will consist of a number of plenary and technical sessions, focused workshops, seminars, discussion round tables and a full-fledged exhibition, providing excellent opportunity for showcasing projects, programmes and initiatives of government and private sector agencies/corporations, as also for demonstrating innovative ICT products, solutions and applications for various domains covered under the scope of the event. The speakers and attendees will include policy-makers, senior government officials, industry leaders, international development agencies, civil society, academia, and investors. eASIA 2009 will thus be a unique networking and learning opportunity for one and all.

eGov Asia 2009 : eAsia 2009

The progress of e-Government in Asian countries has been uneven across the region. Except for a few countries, most countries are in a very early stage of adopting e-Government. Developing countries in the region have a weak infrastructure to support the development of e-Governance. There is a need to have an enabling legal and policy environment along with human capacity in place to design and implement e-Government applications. In this scenario, it becomes imperative for the countries that are slow to adopt e-Government, to learn from the e-Government strategies and models adopted by countries, such as Singapore and Korea that are way ahead among Asian countries, in the e-Governance ladder. eGov Asia 2009 will provide a platform for all stakeholders- policy makers, practitioners, industry leaders, academicians and architects of e-Government projects- across the Asian continent to share the achievements, challenges and lessons learned in implementing e-Governance. eGov Asia 2009 is fourth in the series of the annual eASiA event. Along with the conference, the exhibition will be a forum to showcase best practices, innovative technologies and ICT solutions.

Digital Learning Asia 2009, one of the five seminal tracks, is committed to bring some of the key drivers from the leading countries of technology-enabled education to deliberate on the pressing challenges of technology-enabled education from capacity building to reengineering pedagogy; change management to providing digital access.

The digital LEARNING ASiA2009 is ‘powered by technology, fueled by information and driven by knowledge.’ The conference aims to provide the delegates with an understanding of the various trends and issues associated with the information age in the domain of development in education. The conference also aims at bringing on board case studies, lessons learned, and best practices that could help the stakeholders including decision makers in addressing pertinent issues and drawing policy recommendations and strategies apt for the information economy striving hard to spread the word of education.

eHEALTH Asia 2009 : eAsia 2009

‘eHEALTH Asia 2009’ – organised as part of the 4th annual ‘eASiA 2009’ ICT conference and exhibition, between 2-4 December 2009 in Colombo, Sri Lanka will bring some of the most eminent eHealth experts, policy makers, researchers, solution developers and technocrats from across Asia and beyond to explore the most cutting-edge technologies and best practices in ICT application for healthcare management, service delivery, clinical efficiency and patient safety.

With the objective for creating an inclusive and multi-stakeholder platform, eHEALTH Asia 2009 is actively engaging government agencies, healthcare service providers, academic/research institutions, medical professionals, ICT solution providers and development agencies working in this domain.

Telecentre Forum 2009 : eAsia 2009

For a growing number of people in the Asian region, the telecentre has become an important tool for communication and sharing of information and knowledge. The telecentres are being promoted as an answer to the problems of the digital divide as there are still large sections of society that do not enjoy access to ICTs and are therefore at risk of being excluded from the socio-economic benefits that such access brings. Telecentres have been springing up across developing Asia.

In the past six years, the Asian telecentre movement has gained tremendous momentum and a national advocacy campaign in India triggered under the auspices of the National Alliance for Mission 2007 launched by Prof M S Swaminathan, created a ripple effect not only by the stakeholders but also by the different National Governments, extending the idea of national level upscaling to Bangladesh, Nepal, Philippines, Sri Lanka, etc. It is estimated that more than 60 percent of the world’s telecentres will be in the Asian region. There has been a great amount of enthusiasm and new hopes among the emerging Telecentre networks in the Asian region, especially, Thailand, Vietnam, Cambodia, Laos, and other East and South East Asian Countries.

The Asian Telecentre Forum, fourth in the series of Telecentre forums will focus on the knowledge sharing and Telecentres 2.0 among the new and emerging Telecentre networks in the region. The forum will also provide a platform for deliberating on the key issues facing the Asian Telecentre movement and the way ahead. Experts will be engaged in close assessment of issues relating to project monitoring steered by external financial support, from international development agencies and governments in Asia.

Emerging e-Technologies Asia 2009 : eAsia 2009

It is an accepted fact that the rapid developments in the emerging e-technologies have formed the bed rock of all e-applications used in the wider society. Taken as a whole, Asia contributes to this advancement in no insignificant way, as demonstrated by published research work by scientists in the region. In recognizing this fact, the e-Asia premier conference places no lesser emphasis on the e-technologies by having a dedicated track for the discussion and presentation of cutting edge research done in this arena.

The broader areas covered in this domain range from media technologies to language processing, ubiquitous connectivity to distributed processing, information security to web services and knowledge based systems to free and open source software.

Apart from the presentations of researchers involved, there will be plenary sessions delivered by world renowned personnel on emerging e-technology themes. This track will enable all those who are involved in furthering the frontiers of technical innovations to network among the leading personnel in the fields for the mutual benefit of all, and for the collective advancement of the ICT in the Asian region.

Leaders key initiators of e- gov vision – Secretary to President

Leaders are key initiators and supporters of an e-government vision. Political leadership serves to diffuse the vision and to give it added value, said Mr. Lalith Weeratunga at the eGov Track of the eAsia 2009.

While a vision statement is needed, it is not enough. Leaders can help disperse the vision, the rationale and the validation for reform throughout the bureaucracy, he further noted.

Referring to the Government Information Centre (GIC) with the 1919 short code dial facility, he noted that due to the leadership and initiative of President Mahinda Rajapaksa, it has won a global award for best egov initiatives, providing valuable service to the public.

Following is the full text of the Key Note Address delivered by Mr. Lalith Weeratunga at the eGov Track of the eAsia 2009
It is indeed a great privilege to be invited to make the keynote address at the eGov track of eAsia 2009. My topic this morning is “Leadership: The most critical success factor of eGovernment.” I wish to place before you a few thoughts that I advocate in this vital area of ICT and also public administration.

I looked up the Wikipedia just to find a simple layman’s definition, although I am speaking to experts of ICT, purely to build up my argument.

e-Government (short for electronic government, also known as e-gov, digital government, online government or transformational government) is a diffused neologism used to refer to the use of information and communication technology to provide and improve government services, transactions and interactions with citizens, businesses, and other arms of government.

Egov therefore is all about improving the quality of delivery of government services to the public, to businesses and within the whole of government. ICT is only a tool. Without the will to change or transform, eGov does not become a reality. Also, improving services brings in creativity and innovation. Rather than accepting a given process as the best, Egov essentially demands that questions are consistently asked until we are satisfied that we have got the best.

As you would see, E-government without the slightest doubt improves efficiency in whatever we do. eGovernment helps improve efficiency in mass processing tasks and public administration operations. In Sri Lanka, when we first embarked on this component, we renamed this and called it Re-engineering Government because that was the crux of the whole exercise. Before ICT could be introduced into government processes, we believed that processes themselves had to be revamped or re-engineered. In other words, we wanted to ensure that even without using ICT, the process had no inefficiencies built into it.

How Leaders can make this change?
Leaders are well placed to make the case for e-government and to articulate such benefits to other stakeholders. Leaders drive e-government planning by setting a broad vision. At the same time, specific objectives can motivate action, but only if used carefully.

Leaders are in a strong position to articulate the value of e-government processes to other government organisations, employees and the public at large. They can also make sure that broader policy and service delivery goals, broader public management reform processes and information society activities are integrated under a common e-government strategy. All leaders (not only e-government project leaders) can help maximize the benefits of IT by integrating e-government into their own strategic planning.

Next step for eGovernment leaders
As e-government advances, the role of the e-government leader continues to change. Leaders are beginning to appreciate that e-government is more about modernization and reform than about technology, and advanced e-government countries have suggested that the next step is “to start taking the ‘e’ out of e-government”. Rather than focusing on technology in itself, e-government leaders recognize the importance of using technology as a strategic tool to modernize the structures, processes and overall culture of public administrations. However, this has a profound impact on the role of the egovernment leader, as the next question is to what extent e-government leaders could in fact become reform leaders or facilitators.

Another challenge involves the re-orientation of government to make it more customer-focused. Egovernment leaders should be aware of the importance of restructuring organizations and processes in order to maximize value to the user, but must overcome considerable internal resistance when implementing change. While governments have different approaches, leaders should agree on the importance of incentives to ensure co-ordination and to promote a sense of ownership and accountability for decentralized initiatives.

Other challenges included looking beyond electronic service delivery to ensure links with other service delivery channels, with overall public sector modernization efforts and with the legislative and regulatory frameworks in which e-government changes are taking place.

Presidential Task Force for English and ICT get IT industry support
The Federation of Information Technology Industry, Sri Lanka (FITIS), which represents the ICT industry association, has joined hands with the Presidential Task Force for English and IT to strengthen its efforts in the national drive to improve the standard of English and Information Technology skills of the younger generation.

“Together, we will implement far-reaching programs to improve English knowledge and IT skills of our educated youths,” said Dr. Sarath Amunugama, Minister of Public Administration and Home Affairs who is also the Chairman of the Task Force.

Govind Nangrani, Chairman FITIS expressed his commitment to work in close co-ordination with the Task Force to contribute to the growth of the English Language and ICT skills of the Sri Lankan youth. He said that in addition to the many initiatives that the member organizations of FITIS have already performed in the past, the Federation now plans to carry out three new initiatives.

These programmes will be carried out on an accelerated schedule, to be completed within the year 2009. They are aimed mainly on the development in English and ICT in the non Colombo centric regions and focuses on the rural youth.

E-Asia takes Sri Lanka’s IT revolution forward
There is no doubt in anyone’s mind that this week for Sri Lanka’s ICT industry was all about e-Asia 2009, the international conference and exhibition hosted by the country’s Information and Communication Technology Agency (ICTA) from December 2 to 4 at Colombo’s BMICH. If there was any doubt about its importance in the sphere of local ICT, one would only need to spend a few minutes at the conference venue to see virtually every one of the country’s top ICT chiefs who allocated a lot of their time being on-site over the last few days, either attending sessions, chairing them or even just personally coordinating the schedules for their company’s regional figureheads who were also in town for the conference.

With revised estimates of 30,000 visitors attending the exhibition over three days as well as 800 delegates participating at the conference from 24 countries, there is no doubt that e-Asia 2009 is the biggest ICT event to be hosted by Sri Lanka to date. Further, with over 200 speakers and 50 thematic sessions scheduled over five tracks, e-Gov, e-Health, Digital Learning, Emerging e-Technologies and Telecentre Forum; there was truly an overwhelming array of technical papers and discussion topics mooted over the almost 3 full days of presentations. In this page, the Business Times provides its readers a snapshot encompassing a set of diverse presentations and complementary ICT related events associated with e-Asia 2009.

eAsia Conference snippets Internet, photocopies and faxes popular at Nenasalas
Top demands of Nenasala visitors include Internet access and ICT courses for youth, and photocopy, fax and typesetting services for older users, according to a study which interviewed 76 telecentre operators (out of a total of 97 Nenasalas available in the area studied) and 138 “beneficiaries” of these services based in the Galle, Matara and Hambantota.

This study, which formed the basis of a paper titled “Analysis of factors affecting the effectiveness of telecentres of Sri Lanka”, was conducted by L.N.A.C. Jayawardena and A.D.S. Gunasekera; and recently presented by Mr. Gunasekera at the Telecentre Forum track of the e-Asia conference held this week.
